Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Immense energy is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, no doubt, continue.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its benefit.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: political desires to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
